Regulations re: experience of physical therapist

Hello: It's been my understanding that agency policy dictates how much experience is required by a physical therapist before hiring (ex, new grad vs. 1+ years of experience), however a colleague has said that a Medicare regulation states a therapist must have a minimum of 6 mos. experience before being hired for home health.
I have not been able to find that regulation.

I typically advise students/new grads to gain experience before going into home health, for a multitude of safety and learning reasons, however I know of agencies that will hire new grads. Just wondering if that is legal?
